Anderson, Brown, Chautauqua, Clay, Cloud, Coffey, Doniphan, Ellsworth, Grant, Gray, Greenwood, Harper, Haskell, Jackson, Kingman, Linn, Marion, Marshall, Mitchell, Morris, Nemaha, Norton, Ottawa, Pawnee, Phillips, Pratt, Republic, Rice, Rooks, Russell, Scott, Sherman, Stafford, Stevens, Thomas, Wabaunsee, Washington, Wilson, and Woodson.

Group 3
Densely Settled Rural – 20 to 39.9 people per square mile
Allen, Atchison, Barton, Bourbon, Butler, Cherokee, Cowley, Dickinson, Ellis, Finney, Ford, Franklin, Jefferson, Labette, McPherson, Miami, Neosho, Osage, Pottawatomie, Seward, and Sumner

Group 4
Semi-Urban – 40 to 149.9 people per square mile
Crawford, Geary, Harvey, Leavenworth, Lyon, Montgomery, Riley, Reno, and Saline

Group 5
Urban – 150 plus people per square mile
Douglas, Johnson, Sedgwick, Shawnee, and Wyandotte
